We recommend getting a laptop with at least Core i3 processor, instead of a Pentium or Celeron if your budget is closer to 25,000. Also, 4GB RAM is bare minimum. Don’t go for those cheaper 2GB RAM models simply because 2GB RAM doesn’t cut it.
Goes without saying, 6th gen is the best one to get, followed by 5th gen machines. The ones that come with dedicated graphics card won’t be running your latest games, but would handle games 3-4 years old fine (on med-low settings), as well as mild designing software.
